We reassigned the groupings for the Art Class on Tuesdays to have 8th-12th together and 4th-7th together, instead of the original plan.

This does not mean all students are those ages/grades. It is the generally accepted "norm". Each parent decides what is right for each of their students. Also, just because a student is in a certain "grade", does not mean that all their skills are at "grade level"; most students are at a variety of skill levels depending on the subject.
